Just as our legislators created a law to help build economies of sub-Saharan Africa we suggest that our Congressman Steve Cohen introduce legislation that support the idea of each year an African Country celebrates with African/Americans and Americans a "Celebration where African/Americans who visit the respective country is honored with an African "State Reception." The celebration and reception is a Wholistic approach for African/Americans and Americans to learn about Africa and its vast cultures. The celebration is a cultural pathway to build African and African/American relationships that was destroyed by way of slavery in the Americas.  This effort is a great way to build social capital and build and improve the culture among Africans and African/American people.  This social capital is the framework to build culture and industry in both Africa and America.  This celebration is a way to build cultural pathways to improve African/American family institutions.
Capital comes in many forms.  There is money like business capital. There is human capital like education and jobs skills.  There is social capital like getting along with people and enjoying rich and wholesome relationships with family and friends.  The idea of our asking Congressman Cohen to support the idea of introducing the "African/American Homecoming Celebration Act" is a way for future generations of African/Americans to be proud and connect with their families in the Continent of Africa is a great way to build "economic, human and social Capital."  Our Congressman Steve Cohen was sent to Washington to Represent the interest of his constituents in the 9th Congressional District and the building of family and social capital is a way to improve conditions in Memphis.

The SAFARI Homecoming Celebration Homecoming Act

Memphis, Tennessee is the city where Dr. Martin Luther King was killed.  Memphis can also be the city that continues the work of Dr. Martin Luther King by our Memphis Congressman Steve Cohen getting the "African/American Homecoming Celebration Act" passed via legislation or by executive order of the President of the United States of America.   The law simply recognizes that the descendents of  African/Americans were torn away from their families in Africa and African/Americans are family to Africans.  Every year an African Country will host a celebration honoring African/Americans with a State Reception. T he host country welcomes all Americans to the host country to celebrate.  African/Americans and Americans will celebrate with Africans of the host country  via culture and education. This law would be like an extension of AGOA in that it would provide a structure and an opportunity for an African country to prepare for a visit by its American guest.

In May of 2000, the U.S. Congresss
approved legislation known as the
African Growth and Opportunity
Act commonly known as AGOA.
The purpose of this legislation was to assist the economies of sub-Saharan Africa and to improve economic relations between the United States and the region.

The Safari Initiative is a wholistic approach to repairing African and African/American relationships that was destroyed by Slavery and Jim Crow laws in America.

We make the point clear that the 2015 Safari Homecoming Celebration is a cultural celebration and not a "Racial Celebration." While the Irish Celebrate St. Patricts Day the celebration is a cultural celebration as opposed to a racial celebration. A cultural celebration is like a Black radio station or a cable Television Station that deals with culture and not race. The proposed 2015 Safari Cultural Homecoming celebration is welcomed to All world citizens.
